It still doesn't say how to aim the lights vertically, and neither does the "related" article.

From my observation, the outer (and lower) bolt appears to be intended for that purpose, since it has a Philips screw front.  But I've yet to find an article that confirms this.  Even the Chilton's book shows a totally irrelevant sealed headlamp from decades earlier.
